HB 104House 20253x

Worsening Cronyism by Raiding the State's Rainy-Day Fund to Provide $5 Billion to Invest in Government Favored Companies.

With GOP

GOP Platform Position: Oppose

This bill establishes the "Texas Future Fund" to invest in "frontier technology infrastructure, industry sectors critical to national defense, and other innovative technologies." The bill diverts $5 billion from the Economic Stabilization Fund, commonly referred to as the "rainy day" fund, to the new fund. The bill fuels cronyism and places taxpayer funds at risk to invest in government-favored companies.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 1151House 20252x

Protecting Parental Rights by Preventing Government Taking Custody of Children Solely Because of a Parent's Reasonable Medical Decision.

With GOP

GOP Platform Position: Support

This bill prohibits the state from taking custody of a child solely because their parent refused to allow psychiatric or psychological treatment, or because parents choose a recognized "alternative treatment" for their child. This protection applies unless the decision causes a substantial risk of harm to the child or impairs the child's development.
Chapter 8 – Bring Common Sense to Government and Renew the Pillars of American Civilization – Section #1 – Empower American Families Republicans will promote a Culture that values the Sanctity of Marriage, the blessings of childhood, the foundational role of families, and supports working parents. We will end policies that punish families.
HB 1201House 20252x

Paving the Way for Growing Government Dependency Through a Pilot Program Expanding Medicaid to Include Coverage of Doula Services.

Against GOP

GOP Platform Position: Oppose

This bill requires the Health and Human Services Commission to develop a pilot program to provide Medicaid (government-provided healthcare) coverage of doula services in the county with the highest population and the county with the highest "maternal health support needs" (maternal and infant mortality rates and births by Medicaid recipients). This bill further traps individuals into government dependency by growing benefits under the government welfare state. The state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 1268House 20252x

Growing Cronyism by Creating an Additional Economic Development Program to Provide Select Businesses Supplemental Grants.

Against GOP

GOP Platform Position: Oppose

This bill requires the Texas Economic Development and Tourism Office to establish the "Texas Technology and Innovation Program" to match or supplement federal funds received by businesses, particularly small or emerging businesses. This exemplifies big-government overreach by establishing a permanent new program that uses taxpayer dollars to pick winners in the tech sector through matching grants, distorting free-market competition, and imposing unnecessary bureaucratic costs on Texans without guaranteeing economic returns.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 1353House 20253x

Further Indebting Taxpayers by Allowing Additional State Agencies to Issue Bonds for "International Cooperation Agreements".

Against GOP

GOP Platform Position: Oppose

This bill allows the Texas Commission on Environmental Quality and the Public Utility Commission of Texas to issue bonds (debt) under "International Cooperation Agreements" with Mexico, the states of Mexico, and agencies created through a treaty or agreement between the U.S. and Mexico. This allows agreements for joint efforts on cross-border issues, such as infrastructure investment, electric utilities coordination (via the Public Utility Commission), water development, and environmental quality (involving the Texas Commission on Environmental Quality - TCEQ).
Chapter 5 – Protect American Workers and Farmers from Unfair Trade – Section #5 – Buy American and Hire American: Republicans will strengthen Buy American and Hire American Policies, banning companies that outsource jobs from doing business with the Federal Government.
HB 1359House 20253x

Growing the Welfare State by Forcing Taxpayers to Subsidize Electric Bills Through a New Payment Assistance Fund.

Against GOP

GOP Platform Position: Oppose

This bill establishes the "income-based assistance fund" to provide bill payment assistance for low-income electric customers and critical care residential customers and provide information on other assistance programs. We should work to lower energy costs for all Americans, not create another welfare program.
Chapter 3 – Build the Greatest Economy in History – Section #4 – Reliable and Abundant Low Cost Energy: Republicans will increase Energy Production across the board, streamline the permitting process, and end market-distorting restrictions on Oil, Natural Gas, and Coal. The Republican Party will once again make America Energy Independent, and then Energy Dominant, lowering Energy prices even below the record lows achieved during President Trump’s first term.
HB 14House 20252x

Unleashing Nuclear Energy through the Creation of a "Texas Advanced Nuclear Development Fund".

With GOP

GOP Platform Position: Support

This bill establishes the Texas Advanced Nuclear Energy Office (TANEO) to promote the "development of advanced nuclear reactors" and provide grants to reimburse costs associated with developing and constructing projects. This strengthens Texas' electric grid reliability amid surging demand and diversifies the energy mix with clean, dispatchable nuclear power.
Chapter 1 – Defeat Inflation, and Quickly Bring Down All Prices – Section #1 – Unleash American Energy: Under President Trump, the U.S. became the Number One Producer of Oil and Natural Gas in the World — and we will soon be again by lifting restrictions on American Energy Production and terminating the Socialist Green New Deal. Republicans will unleash Energy Production from all sources, including nuclear, to immediately slash Inflation and power American homes, cars, and factories with reliable, abundant, and affordable Energy.
HB 1781House 20252x

Worsening Cronyism and Government Central Planning by Forcing Taxpayers to Subsidize County Fairs and Local Rodeos.

Against GOP

GOP Platform Position: Oppose

This bill establishes the "Texas Livestock and Rodeo Education and Continuation Grant Program" to provide grants to county fairs and local rodeos. Funds may be used for purposes such as facility maintenance and construction, event programs, and personnel salaries. It is not the proper role of government to fund fairs and rodeos and taxpayer funds should not be utilized to advance government-favored industries.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 18House 20251x

Growing Government Central Planning by Forcing Taxpayers to Subsidize Rural Hospitals.

Against GOP

GOP Platform Position: Oppose

This bill, the "Rural Health Stabilization and Innovation Act," requires the Health and Human Services Commission to establish the "State Office of Rural Hospital Finance" and "Texas Rural Hospital Officers Academy." The State Office of Rural Hospital Finance is designed to provide technical assistance to rural hospitals and healthcare systems, while the Texas Rural Hospital Officers Academy is designed to contract with colleges and universities to provide professional development and continuing education for rural hospital and healthcare system officers. The bill also requires the commission to establish several grants programs for rural hospitals, rural hospital districts, and rural hospital authorities, including the "financial stabilization grant program," the "emergency hardship grant program," the "innovation grant program," the "rural hospital support grant program." Finally, the bill requires the commission to establish the "Rural Pediatric Mental Health Care Access Program." According to the bill's fiscal note, the bill is estimated to have a negative impact on General Revenue Related Funds of over $48 million over 2 years. The free market - not central planning by government bureaucrats - is the best mechanism to determine the need and distribution of hospitals across the state. Taxpayers in urban areas should not be forced to subsidize the amenities of individuals who choose to locate in rural or other portions of the state where doctors are not as accessible.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 180House 20251x

Restoring Law and Order by Allowing the Governor to Protect Texans Through Agreements with Mexico.

With GOP

GOP Platform Position: Support

This bill allows the Governor of Texas (or designated officials) to enter into agreements, memoranda of understanding, or cooperative arrangements with the government of Mexico (or its states/agencies) for purposes related to border security, immigration enforcement, migrant management, drug interdiction, human trafficking prevention, or other border protection efforts. The bill emphasizes sovereignty, mutual benefit, and compliance with federal law while empowering Texas to pursue bilateral solutions to border challenges without relying solely on federal action.
Chapter 2 – Seal the Border, and Stop the Migrant Invasion – Section #2 – Enforce Immigration Laws: Republicans will strengthen ICE, increase penalties for illegal entry and overstaying Visas, and reinstate
“Remain in Mexico” and other Policies that helped reduce Illegal Immigration to historic lows in President Trump’s first term. We will also invoke the Alien Enemies Act to remove all known or suspected gang members, drug dealers, or cartel members from the United States, ending the scourge of Illegal Alien gang violence once and for all. We will bring back the Travel Ban, and use Title 42 to end the child trafficking crisis by returning all trafficked children to their families in their Home Countries immediately.
HB 18 (2nd Special Session)House 20251x

Strengthening Government Integrity by Prohibiting Lawmakers who Leave the State to Deny a Quorum from Accepting Political Contributions or Making Political Expenditures.

Against GOP

GOP Platform Position: Support

This bill prohibits state lawmakers from accepting political contributions during an "impeding absence" or making a political expenditure for travel, food, or lodging during such an absence. The bill defines an "impeding absence" as an unexcused absence out-of-state by a lawmaker during a session, designed to impede the legislature. Lawmakers are required to return any political contributions received during such an absence. The bill also applies to specific-purpose committees and legislative caucuses supporting or assisting a lawmaker during such an absence, and includes an exception for contributions up to the daily per diem rate. Violations carry a civil fine of up to $5,000 per contribution accepted. This bill is in response to over 50 members of the House of Representatives who left the state to prevent a quorum in order to block the House from passing congressional redistricting legislation.
Chapter 9 – Government Of, By, and For the People – Section #1 – Republicans Will Stop Woke and Weaponized Government: We will hold accountable those who have misused the power of Government to unjustly prosecute their Political Opponents. We will declassify Government records, root out wrongdoers, and fire corrupt employees.
HB 186House 20251x

Empowering Parents and Protecting Minors from Using Social Media and Requiring Age Verification for All Users.

With GOP

GOP Platform Position: Support

This bill prohibits individuals under 18 from using any social media platform. Platforms must delete a minor's account within 10 days of a request by a parent or guardian. Additionally, the bill requires platforms to verify the age of anyone making an account.
Chapter 8 – Bring Common Sense to Government and Renew the Pillars of American Civilization – Section #1 – Empower American Families: Republicans will promote a Culture that values the Sanctity of Marriage, the blessings of childhood, the foundational role of families, and supports working parents. We will end policies that punish families.
HB 206House 20252x

Combatting Local Government Overreach by Prohibiting Counties from Requiring Cash Bonds for Pipeline Approval.

Against GOP

GOP Platform Position: Support

This bill restricts counties from requiring a cash bond as a condition for approving construction of a pipeline. Specifically, counties cannot impose such a bond unless they allow the pipeline proposer the right to approve or deny how the bond proceeds are used. If the proposer denies the use, they are entitled to a full refund of the bond. This applies only to pipeline approval applications filed on or after the effective date. By limiting local government regulations that could impose financial burdens or delays on pipeline projects, this bill facilitates easier development of energy infrastructure, which is seen as essential for economic growth, job creation in the oil and gas sector, and national energy independence.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #1 – Unleash American Energy: Republicans will unleash Energy Production from all sources, including nuclear, to immediately slash Inflation and power American homes, cars, and factories with reliable, abundant, and affordable Energy.
HB 22House 20251x

Promoting Economic Growth and Spurring Investment by Expanding Property Tax Exemption to All Intangible Personal Property.

With GOP

GOP Platform Position: Support

This bill exempts all intangible personal property from the state's property tax. This includes items such as stocks, bonds, patents, copyrights, trademarks, goodwill, software (in many cases), accounts receivable, and other non-physical assets. Under existing law, certain intangible personal property owned by insurance companies and savings and loan associations are not exempt from the state's property tax. This reduces the tax burden on businesses and individuals while promoting economic growth in Texas' pro-business environment.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 2249House 20252x

Forcing Taxpayers to Fund Scholarships and Student Loan Repayment for Teachers.

Against GOP

GOP Platform Position: Oppose

This bill requires the Texas Higher Education Coordinating Board to establish the "Texas Teacher Recruitment Scholarship Program" to provide scholarships and student loan repayment assistance for students in undergraduate teaching programs. Recipients must agree to teach in the state for 4 or 5 years after graduating. The program provides up to $40,000 in scholarship funds, which may also be used to pay off student loans if the individual does not use the full amount before graduating. While it is a necessary role for government to provide quality K-12 education - ideally through school choice - college and university-level education should be funded through user fees (i.e., tuition) by those who wish to pursue their selected career path.
Chapter 4 – Bring Back the American Dream and Make it Affordable Again for Families, Young People, and Everyone – Section #4 – Accessible Higher Education: To reduce the cost of Higher Education, Republicans will support the creation of additional, drastically more affordable alternatives to a traditional four-year College degree.
HB 2284House 20252x

Imposing a New Licensing Regime on "Music Therapists" Which Adds Employment Barriers and Restricts Competition.

Against GOP

GOP Platform Position: Oppose

This bill enacts the "Music Therapist Licensing Act," requires anyone who wishes to provide "music therapy services" in the state to become licensed, pay a fee, hold a bachelor's degree, and obtain a national certification. The license must be renewed every two years. This bill represents one of the very worst forms of cronyism and government overreach for a service which presents little to no risk to consumers. This government mandate merely exists to enrich the schools and organizations which provide education and credentialing for this service.
Chapter 3 – Build the Greatest Economy in History – Section #1 – Cut Regulations: Republicans will slash Regulations that stifle Jobs, Freedom, Innovation and make everything more expensive. We will implement Transparency and Common Sense in rulemaking.
HB 229House 20252x

Protecting Women by Confirming the Definition of "Sex" as One's Biological Sex at Birth.

Against GOP

GOP Platform Position: Support

This bill, also known as the "Women's Bill of Rights" establishes a legal definition of "sex" for use in statutes and state code. It defines "sex" as an individual's biological sex at birth, determined by reproductive anatomy and chromosomes. It provides corresponding definitions for terms like "male," "female," "man," "woman," "boy," and "girl" based solely on biological sex, excluding gender identity or expression. Governmental entities (including state agencies, political subdivisions, and those collecting vital statistics or complying with antidiscrimination laws) must use these biological definitions when identifying or reporting an individual's sex in official records, forms, surveys, or data collection. This bill helps strengthen safety and privacy in restrooms and locker rooms at educational facilities, prisons and other locations across the state.
Chapter 9 – Government of, By and For the People – Section #5 – Republicans Will End Left-wing Gender Insanity: We will keep men out of women’s sports, ban Taxpayer funding for sex change surgeries, and stop Taxpayer-funded Schools from promoting gender transition, reverse Biden’s radical rewrite of Title IX Education Regulations, and restore protections for women and girls.
HB 23 (2nd Special Session)House 20252x

Expanding Cronyism Through a Property Tax Exemption for Certain Harris County Nonprofits.

Against GOP

GOP Platform Position: Oppose

This bill provides an ad valorem property tax exemption for certain nonprofit organizations in a county with a population of at least 3.3 million (such as Harris County, which includes Houston). The exemption applies to property used for "promoting agriculture, supporting youth, and providing educational support in the community" by nonprofits that are organized "exclusively for charitable, educational, and scientific purposes." This bill fuels cronyism by enriching government-favored organizations and diluting the overall tax base. All state and local tax codes should be constructed in a broadly applied manner with the lowest rates possible for everyone.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 2440House 20252x

Protecting Automotive Freedom and the Internal Combustion Engine by Preventing State Agencies from Requiring All New Vehicles be Electric or Zero Emission.

With GOP

GOP Platform Position: Support

This bill prevents state agencies from prohibiting or restricting the sale or use of vehicles based on the power source, or prohibiting owning an engine-powered vehicle. The bill also provides that the state's air quality implementation goal may not restrict the ability to purchase vehicles. This measure is critical to protecting automotive freedom amid pushes by California and other states to force electric vehicle purchases. It is the role of the free market - not central planning by government bureaucrats - to determine the propulsion of new vehicle sales.
Chapter 5 – Protect American Workers and Farmers from Unfair Trade – Section #3 – Save the American Auto Industry: Republicans will revive the U.S. Auto Industry by reversing harmful Regulations, canceling Biden’s Electric Vehicle and other Mandates, and preventing the importation of Chinese vehicles.
HB 2464House 20251x

Strengthening Property Rights by Restricting Municipalities from Regulating "No-Impact Home-Based Businesses".

With GOP

GOP Platform Position: Support

This bill restricts municipalities from imposing certain regulations on "no-impact home-based businesses," which are businesses that meet certain requirements, such as that the number of people present does not exceed the occupancy limit and the business does not generate a "substantial" increase in traffic. Under the bill, municipalities may not impose certain regulations on such businesses, such as requiring a license or permit or rezoning.
Chapter 3 – Build the Greatest Economy in History – Section #1 – Cut Regulations: Republicans will slash Regulations that stifle Jobs, Freedom, Innovation and make everything more expensive. We will implement Transparency and Common Sense in rulemaking.
HB 2 (Motion to Table Bryant Amd. 14)House 20251x

Promoting Fiscal Responsibility by Stopping Per-Student K-12 Spending Increases.

Against GOP

GOP Platform Position: Support

This motion tables (defeats) the Bryant amendment #14 to a bill establishing a school choice Education Savings Account program. The amendment increases per-student funding by increasing part of the funding formula from $6,500 to $7,540. While it is a necessary role for government to provide quality K-12 education - ideally through school choice -the state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 2 (Motion to Table Bryant Amd. 16)House 20251x

Combatting Teacher Shortages and Reducing Employment Barriers by Allowing Open-Enrollment Charter Schools Additional Flexibility in Hiring Teachers.

With GOP

GOP Platform Position: Support

This motion tables (defeats) the Bryant amendment #14 to a bill establishing a school choice Education Savings Account program. The amendment expands the restriction on schools employing uncertified teachers to also include open-enrollment charter schools, rather than only school districts. This amendment would increase teacher shortages and defeating it helps ensure classrooms are staffed by the most qualified and effective educators.
Chapter 7 – Cultivate Great K-12 Schools Leading to Great Jobs and Great Lives for Young People – Section #1 – Great Principals and Great Teachers: Republicans will support schools that focus on Excellence and Parental Rights. We will support ending Teacher Tenure, adopting Merit pay, and allowing various publicly supported Educational models.
HB 3125House 20252x

Growing Government Central Planning and Promoting Government-Favored Businesses by Establishing the "Geothermal Energy Workforce Education and Training Initiative".

Against GOP

GOP Platform Position: Oppose

This bill requires the Texas Workforce Commission to establish the "Geothermal Energy Workforce Education and Training Initiative" to develop educational and training programs for entry-level geothermal energy jobs, as well as "other strategies to support and incentivize education and training opportunities." The commission may also work with colleges and universities and employers to develop degree and certificate programs, provide financial assistance through workforce development funding, and promote partnerships between colleges and universities and employers to provide apprenticeships and employment. This bill is unnecessary government meddling in the free market by directing taxpayer-funded resources through the TWC to subsidize training for a niche, emerging industry like geothermal energy, diverting focus from proven fossil fuel sectors that drive Texas' real economic engine, energy reliability, and job growth without proven demand or private-sector leadership.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 321House 20253x

Growing Government Dependency by Establishing an "Express Lane" Option to Qualify for Medicaid.

Against GOP

GOP Platform Position: Oppose

This bill requires the Health and Human Services Commission to establish an "express lane" option for determining eligibility and enrolling children in Medicaid and the Child Health Program. Under this option, the commission is directed to use Supplemental Nutrition Assistance Program (SNAP), or food stamp, application data to determine a child's eligibility for Medicaid and the Child Health Program, and if eligible, enroll the child in the programs upon parental consent.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 3225House 20251x

Protecting Minors and Empowering Parents by Restricting Access to Sexually Explicit Materials in Public Libraries.

Against GOP

GOP Platform Position: Support

This bill prohibits municipal public libraries from making sexually explicit material available in a section of the library designated for minors. Additionally, minors may not check out such materials without parental consent. The bill also requires the libraries to annually review the materials in sections designated for minors to ensure no such material is available. Individuals also may petition the library to review specific materials. Finally, the bill requires libraries to comply with these provisions in order to be eligible for state library grants. It is a role of government to protect children from exposure to obscene material at public institutions, such as schools and libraries. This upholds parental authority by requiring parental involvement for access, rather than allowing libraries to act as unfiltered gateways.
Chapter 7 – Cultivate Great K-12 Schools Leading to Great Jobs and Great Lives for Young People – Section #6 – Knowledge and Skills, Not CRT and Gender Indoctrination: Republicans will ensure children are taught fundamentals like Reading, History, Science, and Math, not Leftwing propaganda. We will defund schools that engage in inappropriate political indoctrination of our children using Federal Taxpayer Dollars.
HB 3284House 20252x

Promoting Traditional Family Values by Establishing the "Texas Commission on Marriage and Family".

With GOP

GOP Platform Position: Support

This bill establishes the "Texas Commission on Marriage and Family" to promote "strong marriages and healthy families" and provide recommendations to the legislature to help make the state "favorable for marriage and raising children." Identifying and removing government barriers that discourage marriage and strong family formation while promoting stable, two-parent households is the foundation for a healthier, more prosperous Texas.
HB 3743House 20251x

Reducing the Size of Government by Reducing the Number of Management Positions.

Against GOP

GOP Platform Position: Support

This bill enforces a standard ratio of no more than one manager for every 11 non-managerial staff full-time employees (FTEs) across all state agencies, which was previously limited to certain larger executive branch agencies. Agencies must develop procedures to hire the fewest possible management positions while maintaining operations. Small agencies (fewer than 11 FTEs) can have one manager.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 3883House 20252x

Increasing Cronyism by Forcing Taxpayers to Subsidize Auto Racing and the South by Southwest Festival Under the "Major Events Reimbursement Program".

Against GOP

GOP Platform Position: Oppose

This bill expands eligibility under the "Major Events Reimbursement Program" to include a Federation Internationale de l 'Automobile (FIA) World Endurance Championship international automobile race and the South by Southwest Conference and Festivals. Additionally, the bill exempts the South by Southwest Conference and Festivals event from the eligibility requirement that an organization select the site after considering at least one site in a different state in a "highly competitive" process. The free market - not central planning by government bureaucrats - is the best mechanism to select the most desired events and provide the necessary funding (via tickets and other user fees). The major event reimbursement program should be eliminated entirely as the state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion federal liabilities, represents the greatest existential threat facing this country.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
HB 42House 20252x

Putting Taxpayers on the Hook for College Through $590 Million in Higher Education Funding Allocations.

Against GOP

GOP Platform Position: Oppose

This bill increases allocated annual funding for several colleges and universities and adds institutions to the allocations. Under the bill, total allocations are increased from $393.75 million to $590.625 million (50% increase). For example, the allocation for the University of North Texas increases from over $38.4 million to over $65.1 million, and the allocation for Texas Tech University increases from over $51.3 million to over $82.6 million. While it is a necessary role for government to provide quality K-12 education - ideally through school choice - college and university-level education should be funded through user fees (i.e., tuition) by those who wish to pursue their selected career path.
Chapter 8 – Bring Common Sense to Government and Renew the Pillars of American Civilization – Section #5 – Make Colleges and Universities Sane and Affordable: Republicans will fire Radical Left accreditors, drive down Tuition costs, restore Due Process protections, and pursue Civil Rights cases against Schools that discriminate.
HB 45House 20253x

Combatting Human Trafficking by Allowing the Attorney General to Prosecute Cases if Local Prosecutors Refuse.

With GOP

GOP Platform Position: Support

This bill provides the Attorney General the authority to prosecute human trafficking crimes. Under the bill, a law enforcement agency that submits a report finding probable cause human trafficking to a local prosecutor is also required to submit the report to the Attorney General. If the local prosecutor has not initiated proceedings within 180 days, the Attorney General is required to do so. The bill also requires law enforcement agencies and local prosecutors to provide the Attorney General with all requested information relating to human trafficking investigations. This bill directly combats the human trafficking surge exacerbated by the ongoing border crisis, where lax federal policies under the Biden administration have allowed cartels to exploit vulnerable migrants for forced labor and sex trafficking, leading to Texas ranking second nationally in hotline calls and high incidences tied to illegal crossings.
Chapter 2 – Seal the Border, and Stop the Migrant Invasion – Section #1 – Secure the Border: Republicans will restore every Border Policy of the Trump administration and halt all releases of Illegal Aliens into the interior. We will complete the Border Wall, shift massive portions of Federal Law Enforcement to Immigration Enforcement, and use advanced technology to monitor and secure the Border. Before we defend the Borders of Foreign Countries, we must first secure the Border of our Country.

Growing Cronyism and Government Central Planning by Forcing Taxpayers to Fund Grants for Quantum Computing Projects.

Against GOP

GOP Platform Position: Oppose

This bill establishes the "Texas Quantum Initiative" to "accelerate the integration of quantum computing, networking, and sensing technology into the economy." The bill also establishes the "Quantum University and Business Innovation for Texas Fund" to provide grants to businesses, colleges and universities, and other state entities for quantum manufacturing and design projects. The free market - not central planning tax schemes by bureaucrats - is the best mechanism to direct investment to the most promising initiatives.

Furthering Wasteful Spending Outside the Proper Scope of Government by Earmarking $5 Million for a Zoo Exhibit.

Against GOP

GOP Platform Position: Oppose

The Gervin-Hawkins amendment #3 to a supplemental appropriations bill. The amendment earmarks $5 million of a $100 million appropriation to the Parks and Wildlife Department for a grant to the San Antonio Zoo for a "Texas-themed exhibit." It is not the proper role of government to fund tourism zoos and taxpayer funds should not be utilized to advance government-favored industries.

HB 500 (Lalani Amd. 12)House 20252x

Socializing the Cost of Higher Education by Providing $2.64 Million for Medical Student Residency Positions.

Against GOP

GOP Platform Position: Oppose

The Lalani amendment #12 to a supplemental appropriations bill adds a $2.64 million appropriation to the Higher Education Coordinating Board for at least 12 medical student residency positions. College and university-level education should be funded through user fees (i.e., tuition) by those who wish to pursue their selected career path. These enormous costs should not be imposed on individuals who pay for their own education or elect to pursue activities other than higher education, such as those who start their own businesses or work in the trades.
HB 500 (Luther Amd. 14)House 20251x

Restoring Law and Order by Redirecting $150 Million from Legislature Facility Upgrades to Fund Border Operations Programs.

With GOP

GOP Platform Position: Support

The Luther amendment #14 to a supplemental appropriations bill redirects $150 million from House of Representatives and Senate facility upgrades to the Office of the Governor for border operations. Ensuring public safety and national defense is arguably the most important role of government. Failure to secure our nation's border not only has catastrophic implications on the ability to maintain law and order, but also creates countless other issues ranging from welfare to the education system.
If the local prosecutor has not initiated proceedings within 6 months, the Attorney General is required to do so. The bill also requires law enforcement agencies and local prosecutors to provide the Attorney General with all requested information relating to election crimes investigations.
Chapter 9 – Government of, By and For the People – Section #6 – Republicans Will Ensure Election Integrity: We will implement measures to secure our Elections, including Voter ID, highly sophisticated paper ballots, proof of Citizenship, and same day Voting. We will not allow the Democrats to give Voting Rights to illegal Aliens.

Reducing Over $7 Million in Wasteful Spending by Abolishing the "Spaceport Trust Fund".

Against GOP

GOP Platform Position: Support

This bill abolishes the "Spaceport Trust Fund," which provided funds for the development of spaceport infrastructure. The trust fund has a balance of $7.18 million, which would revert to the state General Fund. The bill also extends the sunset of the Texas Space Commission for an additional year, until September 1, 2033. While the Texas Space Commission should be abolished, this bill is a step in the right direction toward reducing wasteful spending.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.

Strengthening School Safety and Improving Educational Outcomes by Making it Easier for Schools to Remove Problem Students

With GOP

GOP Platform Position: Support

This bill contains several provisions related to student disruptions and disciplinary action in schools. Under the bill, in-school suspensions are no longer limited to 10 days. Additionally, students in grades K-2 may be placed in out-of-school suspension for threatening the "health and safety of other students" or "repeated or significant disruption to the classroom." Previously, behavior must have contained elements of a violent offense. This restores order and authority in classrooms by giving teachers stronger tools to remove chronically disruptive students who interfere with learning, protects the learning environment for the majority of well-behaved students, and addresses real safety concerns without unnecessary bureaucracy
Chapter 7 – Cultivate Great K-12 Schools Leading to Great Jobs and Great Lives for Young People – Section #4 – Safe, Secure, and Drug-Free Schools: Republicans will support overhauling standards on school discipline, advocate for immediate suspension of violent students, and support hardening schools to help keep violence away from our places of learning.

Protecting the Second Amendment by Shielding Businesses from Frivolous Litigation.

Against GOP

GOP Platform Position: Support

This bill provides that businesses are not liable for damages that arise from an individual lawfully carrying a concealed handgun, solely because the business permits individuals with a license to do so. This bill reduces frivolous lawsuits for businesses and strengthens our Second Amendment right.
Preamble – America First: A Return to Common Sense – Commitment #7: Defend our Constitution, our Bill of Rights, and our Fundamental Freedoms, including Freedom of Speech, Freedom of Religion and the Right to Keep and Bear Arms.
HB 796House 20252x

Combatting Federal Overreach to Ensure Federal Actions Don't Violate State Sovereignty or the U.S. Constitution.

Against GOP

GOP Platform Position: Support

This bill, the "Texas Sovereignty Act," establishes the "Joint Legislative Committee on Constitutional Enforcement" to review federal actions to determine if the actions are unconstitutional. If both chambers of the legislature vote that the action is unconstitutional, the action is sent to the Governor for approval or disapproval. If the Governor approves the declaration, the federal action has no effect in the state and public funds may not be used to enforce the federal action. This bill provides a crucial safeguard to ensure state powers and individual liberties are not violated through unconstitutional federal actions. It is not the role for any level of government to unduly infringe the rights of individuals, and ensuring protections against federal overreach is vital to protecting individual liberties under the U.S. Constitution.
Chapter 9 – Government Of, By, and For the People – Our Commitment: Republicans will offer a clear, precise, and USA oriented plan to stop the Radical Left Democrats’ Weaponization of Government and its Assault on American Liberty. We will restore Government of, by, and for the People, ensuring Accountability, protecting Individual Liberties, and fixing our once very corrupt Elections. We commit to upholding the Constitution of the United States, appointing judges who respect the rule of law, and defending the Rights of all Americans to Life, Liberty, and the Pursuit of Happiness.

Proposing a Constitutional Amendment to Prohibit a Carbon Tax.

Against GOP

GOP Platform Position: Support

This resolution proposes a constitutional amendment to prohibit the Texas Legislature from imposing a carbon tax — specifically, any tax on the carbon content of fuels or on carbon dioxide emissions from energy use, manufacturing, or other activities. This safeguards the state's dominant oil and gas industry from progressive, anti-energy policies that could raise costs for consumers, disrupt markets, and deter investment.

Strengthening Individual Liberties by Protecting the Right of Individuals to Hold and Use Different Currencies.

With GOP

GOP Platform Position: Support

This resolution proposes an amendment to the state Constitution to establish the right of individuals to mutually agree on the medium of exchange for transactions for goods and services. This includes cash, coin, bullion, digital currency, and privately issued scrip. Additionally, the amendment prohibits the state and local governments from restricting or prohibiting individuals from owning or holding any form or amount of money or currency. This measure is especially important considering the reckless and dangerous monetary actions that have been taken by the Federal Reserve, such as quantitative easing.
Chapter 3 – Build the Greatest Economy in History – Section #5 – Champion Innovation: Republicans will pave the way for future Economic Greatness by leading the World in Emerging Industries. Crypto – Republicans will end Democrats’ unlawful and unAmerican Crypto crackdown and oppose the creation of a Central Bank Digital Currency. We will defend the right to mine Bitcoin, and ensure every American has the right to self-custody of their Digital Assets, and transact free from Government Surveillance and Control.

Protecting Generational Success by Prohibiting Estate and Inheritance Taxes.

With GOP

GOP Platform Position: Support

This resolution proposes an amendment to the state Constitution to prohibit the legislature from imposing an estate or inheritance tax, including transfers of estates and trusts, and gifts. The estate tax is double taxation that confiscates a lifetime of hard-earned wealth from families, punishing success, destroying family farms and small businesses, and undermining the fundamental American right to pass on the fruits of one's labor to the next generation without government seizure.
Chapter 3 – Build the Greatest Economy in History – Section #2 – Make Trump Tax Cuts Permanent and No Tax on Tips: Republicans will make permanent the provisions of the Trump Tax Cuts and Jobs Act that doubled the standard deduction, expanded the Child Tax Credit, and spurred Economic Growth for all Americans. We will eliminate Taxes on Tips for millions of Restaurant and Hospitality Workers, and pursue additional Tax Cuts.

Promoting Transparency by Ensuring Ballot Propositions are Clearly Marked to Indicate Tax Increases.

Empowering the Inspector General to Combat Medicaid Fraud and Abuse.

With GOP

GOP Platform Position: Support

This bill contains several provisions generally improving the ability of the Office of Inspector General to combat Medicaid fraud and abuse. For example, the bill expands violations and broadens the showing required for intent. It expands whistleblower incentives and clarifies violation definitions. This bill improves the ability to investigate potential Medicaid fraud, which, combined with Medicare fraud, costs taxpayers across the nation more than $100 billion annually.
Chapter 1 – Defeat Inflation and Quickly Bring Down All Prices – Section #2 – Rein in Wasteful Federal Spending: Republicans will immediately stabilize the Economy by slashing wasteful Government spending and promoting Economic Growth.
SB 11House 20253x

Strengthening Religious Liberties by Allowing Schools to Offer Time for Students and Employees to Pray.

Against GOP

GOP Platform Position: Support

This bill allows public school boards and non-religious affiliated charter schools to adopt a policy permitting optional time for students and employees to pray or read religious texts. If adopted, this must apply to all schools in the district and parental consent is required for students to participate.
Chapter 7 – Cultivate Great K-12 Schools Leading to Great Jobs and Great Lives for Young People – Section #8 – Freedom to Pray: Republicans will champion the First Amendment Right to Pray and Read the Bible in school, and stand up to those who violate the Religious Freedoms of American students.
SB 1257House 20252x

Holding Insurers Accountable by Requiring Insurance Policies that Cover Gender Transition to Also Cover Detransition Care.

Against GOP

GOP Platform Position: Support

This bill requires most health insurance policies offered in the state that provide coverage for gender transition procedures or treatment to also provide coverage for "all possible adverse consequences," medical testing and screening to monitor mental and physical health, and procedures and treatment to reverse or recover from gender transition procedures or treatment. This also applies to policies that previously covered gender transition procedures or treatment, but no longer do, as well as all enrollees who underwent a gender transition procedure or treatment, even if the person was not enrolled in the insurance policy at the time. This holds insurers accountable by mandating that if they cover severe and ultimately irreversible transitions, they must also cover the full spectrum of care if the patient regrets their decision.
Chapter 9 – Government Of, By, and For the People – Section #5 – Republicans Will End Left-wing Gender Insanity: We will keep men out of women’s sports, ban Taxpayer funding for sex change surgeries, and stop Taxpayer-funded Schools from promoting gender transition, reverse Biden’s radical rewrite of Title IX Education Regulations, and restore protections for women and girls.
SB 13House 20251x

Protecting K-12 Students from Pornographic Content by Prohibiting Sexual or Vulgar Material in Public School Libraries.

Against GOP

GOP Platform Position: Support

This bill contains several provisions related to public school library materials. Most notably, the bill provides parents the right to access records of the items their child checks out, and allows parents to restrict which items their child may check out. The bill prohibits school districts from acquiring library materials that contain "indecent" or "profane" content. If a certain number of parents petition the district, the bill requires school districts to establish a "local library advisory council" to provide recommendations designed to ensure "local community values are reflected" in school library materials. Finally, the bill requires school districts to establish a process by which individuals may challenge proposed new library materials on the basis that they violate the required standards.
SB 1300House 20251x

Restoring Law and Order by Increasing Penalties and Making it Easier to Prosecute and Punish Cases of Organized Retail Theft.

Against GOP

GOP Platform Position: Support

This bill increases penalties for organized retail theft and generally makes it easier to prosecute such cases. For example, the bill increases the classification levels, with the lowest level offense (property with a value of $100 or less) now being a class-B misdemeanor (previously class-C misdemeanor). Notably, the classification for property with a value of at least $750 but less than $2,500 is now a state jail felony (previously class-A misdemeanor). Protecting property rights and ensuring public safety serve as essential components of government. Unfortunately, this bill is especially necessary due to many so-called criminal justice "reforms" which have led to skyrocketing crime rates and are being advanced in state legislatures by George Soros and other radical-left billionaires through their funding of advocacy organizations on both sides of the political aisle.
Chapter 8 – Bring Common Sense to Government and Renew the Pillars of American Civilization – Section #2 – Rebuild Our Cities and Restore Law and Order: Republicans will restore safety in our neighborhoods by replenishing Police Departments, restoring Common Sense Policing, and protecting Officers from frivolous lawsuits. We will stand up to Marxist Prosecutors, vigorously defend the Right of every American to live in peace, and we will compassionately address homelessness to restore order to our streets.
SB 1362House 20251x

Protecting the Second Amendment by Prohibiting "Red Flag" Laws.

Against GOP

GOP Platform Position: Support

This bill prohibits the state and local governments from adopting or enforcing an "extreme risk protective order" law, or a "red flag" program, which allows a court to issue an order authorizing a firearm seizure based on an "ex-parte" (one-sided) petition that alleges the firearms owner is a danger to themselves or others, unless specifically authorized by the state legislature. Additionally, the bill provides that federal red flag laws and regulations are not enforceable in the state and the state and local governments may not accept funds to implement or enforce such laws or regulations. The bill makes it a state jail felony to serve or enforce an extreme risk protective order unless authorized by state law. The one-sided petition violates due process under the law (an individual can't provide their defense) and these programs often lack provisions that prevent nefarious individuals from abusing the system to harass or harm law-abiding individuals, thus unduly infringing their Second Amendment protections and leaving them defenseless.
Preamble – America First: A Return to Common Sense – Commitment #7: Defend our Constitution, our Bill of Rights, and our Fundamental Freedoms, including Freedom of Speech, Freedom of Religion and the Right to Keep and Bear Arms.
