This bill makes the Governor's disaster emergency declaration power contingent on convening a special session of the legislature. Under existing law, the Governor is required to declare a disaster emergency "if he finds a disaster has occurred or that the occurrence or the threat thereof is imminent." The bill does contain exceptions for "fires, floods, tornadoes, earthquakes, or invasive species." Additionally, the bill limits a disaster emergency declared by the Governor to 60 days. Strengthening Legislative Oversight of Governor Disaster Emergency Declarations.

This bill restricts the flags that may be displayed on public school property. Under the bill, only certain flags may be displayed, such as the U.S., state, military, and college and university flags. The bill prohibits the display of "flags or banners that represent political, religious, or ideological views, including but not limited to political parties, race, gender, sexual orientation, or political ideologies" at public schools. This bill enacts the "Idaho Personnel Reduction Act," which requires state agencies to annually identify employee positions that have been vacant for at least 180 days. If the position has been vacant for less than 1 year, the agency may request to keep the position. Otherwise, the position is eliminated and the agency's budget is reduced accordingly. This measure helps reduce spending by eliminating unnecessary positions. This bill prohibits out-of-state entities from owning any part of Idaho's electrical transmission facilities. Ultimately, these regulations will result in less competition, thus driving up rate-payer costs.

Restricting Competition in the Utility Sector through New Protectionist Regulations

This bill authorizes an additional 5 full-time equivalent positions and appropriates over $8 million in net additional funding for the Idaho Department of Parks and Recreation. While the bill does contain a reduction in spending of over $22 million, the bill adds over $30 million in new spending. The private sector is much better equipped to manage property and provide recreational services. Growing Government Bureaucracy and Ballooning Spending for Unnecessary Initiatives Within the Parks and Recreation Department.

This bill establishes 3 grant programs, including the "On-Farm Organics Diversion and Recycling Grant Program," the "Wasted Food Reduction and Diversion Grant Program," and the "County Wasted Food Reduction Block Grant Program." These programs vary slightly, but are all generally designed to provide grants to reduce wasted food. The bill allows the Governor to transfer $3 million to each program in FY 2027-2031. This bill advances further growth in the size and scope of government which go directly against the principles of fiscal restraint and limited government. Instead, lawmakers should reduce unnecessary regulations and allow the free market and private charitable sector to solve issues relating to food security. Growing Government and Run Away Spending through the Establishment of 3 New Food Waste Grant Programs.

This bill, the "Lowering Prescription Drug Costs for All Marylanders Now Act," expands the ability of the Prescription Drug Affordability Board to set "upper payment limits," which limit payment amounts for prescription drugs the board determines pose an "affordability challenge." Previously, this was limited to state and local government health plans and Medicaid, as well as governmental units, such as state correctional facilities and hospitals. This bill expands the authority to all purchases, including private insurance plans.
