Strengthening Government Integrity by Prohibiting Lawmakers who Leave the State to Deny a Quorum from Accepting Political Contributions or Making Political Expenditures.

This bill prohibits state lawmakers from accepting political contributions during an "impeding absence" or making a political expenditure for travel, food, or lodging during such an absence. The bill defines an "impeding absence" as an unexcused absence out-of-state by a lawmaker during a session, designed to impede the legislature. Lawmakers are required to return any political contributions received during such an absence. The bill also applies to specific-purpose committees and legislative caucuses supporting or assisting a lawmaker during such an absence, and includes an exception for contributions up to the daily per diem rate. Violations carry a civil fine of up to $5,000 per contribution accepted. This bill is in response to over 50 members of the House of Representatives who left the state to prevent a quorum in order to block the House from passing congressional redistricting legislation.

This bill, the "Texas Sovereignty Act," establishes the "Joint Legislative Committee on Constitutional Enforcement" to review federal actions to determine if the actions are unconstitutional. This bill makes it easier for movie production companies to receive a grant under the "Moving Image Industry Incentive Program" by reducing the percentage of production crew, actors, and extras who must be Texas residents from 55% to 35% until September 1, 2027, with the requirement increasing 5% annually to 50%. The bill also expands additional grants, providing an extra 2.5% grant for productions in certain categories, such as a "Texas heritage grant," a "faith-based" grant, and a "Texas historic site grant." For example, when designating a project as a "Texas heritage project," the Music, Film, Television, and Multimedia Office is required to consider "the project's promotion of family values" and "whether the project portrays Texas and Texans in a positive fashion." Additionally, the maximum grant amount for projects is capped based on in-state spending, rather than a maximum set by the office. Finally, the bill requires the comptroller to transfer $300 million to the fund annually. It is not the proper role of government to subsidize the film production costs of private companies - especially considering this measure enriches woke Hollywood production companies that are antagonistic to limited government principles. Lawmakers should eliminate this grant program entirely, much less expand the ability of movie production companies to receive taxpayer funds.

Protecting Taxpayers from Being Forced to Fund Travel and Hotel Expenses for Abortions.

This bill prohibits the state and local governments from spending or providing taxpayer funds for travel, lodging, and other expenses related to obtaining an abortion, either directly or through a third-party organization. This bill is in response to the City of Austin, which in its FY 2024-2025 budget, provided $400,000 to Austin Public Health for "Reproductive health logistical support." It is not the role of government to guarantee abortion and force payment from taxpayers (many of whom may have strong religious objections). All abortions are tragedies and every child deserves the right to life.
